  17. <p>    Grain for grain, Malibu's sand is among the world's most
  18. exclusive. So no wonder the star-studded residents
  19. hyperventilated when honorary mayor Martin Sheen declared the
  20. seaside community a "nuclear-free zone, a sanctuary for aliens
  21. and the homeless and a protected environment for all life, wild
  22. and tame." The Chamber of Commerce, which had appointed the
  23. actor-activist to the ceremonial post, was upset. Would their
  24. enclave be overrun by homeless Malibums? The unrepentant Sheen
  25. issued a second decree, making Malibu a "free-speech zone
  26. forever."
